Not oil-filled heaters too hot to touch?

I plan to buy one of those oil filled electric heaters for the mud room on the back of our house (which is not isolated). We maintain a large number of items stored there from our kitchen is very small and narrow side with little storage. We must keep the room at least above freezing during the winter, since the refrigerator is on the other side of the wall. The freezer is turned off when the back of the refrigerator is too cold in winter. We had been using ceramic heaters with some success in the past years, couple, but I am concerned about the electricity consumption and the lack of real warmth in the air. They also tend to be affected by the spring, when it is to heat the room. I wondered if fin oil coolers contained too hot to touch and can burn the elements that may be nearby, perhaps creating a fire. If you've used one, could you give me some input about your experience with it? Thank you!

Yes, they heat (it's their job). They should not touch anything they work. I do not think it is hot enough to ignite anything, but it could certainly melt the plastic or Articles vinyl.
