yes. Most kilns go up to 2000F or more. And as I think all kilns can fire at least up to cone 05 (about 1800-1900 F) they shouldn’t have any problems with 1600.
But I thought the temperatures required to temper steel range from about 450 F (straw) to about 650 F (blue/gray). I thought you could do tempering in your oven back home, you wouldn’t need a ceramic kiln for that. 1600F is definitely way beyond the tempering temperature of steel. It will glow orange red. Do you want to temper or to harden it? Fire is much quicker for hardening, tempering may be easier in an oven, depends on the shape of the piece of metal. Though if you e.g. are interested in making knifes, ideally the edge is harder than the back. Especially important in swords, you don’t want them to snap in pieces while you are playing samurai…
