My landlord will not fix everything. "I can break the lease?
The bathroom flooded second floor apartment a month and half a roof and everything is distorted and all tiles have been removed. Do you have a Luck … yes, depending on their condition. I know in California, which has several options available to you. But first I want to send a letter (So that you can get proof of delivery) require that repairs be made. Be sure to keep a copy of the letter. Some states allow the repair and deduct. That is, if you give a reasonable time for repairs LL, and repairs have not yet (see the first letter, then let the time), then you can have a contractor to perform repairs, provide a receipt and deduct expenditure on income. I had my electric heater on while microwaving some food and half the house went out. How can I restore power?
I put something in the microwave while my ceramic heater was on at the same time. And about 45 seconds later the lights in my upstairs as well as the kitchen went out. I’ve tried turning off the circuit breakers, and turning them back on (didn’t work). Will the lights be restored after an hour or so or do I have to call an electrician…..?

I would venture to say that it is entirely possible that you blew a GFCI and if you went to the kitchen and pushed the reset button on it you might get power back. I know some people are going to say I’m wrong but I’ve seen some goofy wiring jobs and things on circuits that make no sense. I think you just overloaded the GFCI in the kitchen though. Try that.
